All from OWWA’s Citizen’s Charter 2026. EDSP, SESP and SUP are also named in the OWWA Act (RA 10801 Sec. 35(e)(3)).
Who qualifies
- Membership. Most programmes need the OFW to be an active OWWA member. ELAP needs the member to have been active at the time of death. Check or renew it with OWWA membership.
- Grades. EDSP and ODSP ask for a general weighted average of at least 80%, with no failing grades.
- The exam. EDSP students must be among the top 1,000 who pass the qualifying exam run by the Department of Science and Technology’s Science Education Institute (DOST-SEI).
- Income. ODSP is for dependants of OFWs whose monthly salary is not more than USD 600. You show it with the contract, OEC or payslips.
- Dependants. A child of the OFW, or a sibling if the OFW is single (shown by the OFW’s CENOMAR and birth certificates).
Papers to have ready
For EDSP and ODSP, the Charter lists:
- the online application form at scholarship.owwa.gov.ph,
- for ODSP, the OFW’s OWWA membership record,
- two ID photos with name tag,
- a valid ID of the OFW or an authorised representative,
- proof of relationship: birth certificates from the PSA or local civil registry, and the OFW’s CENOMAR if the student is a sibling,
- Form 137, a certified copy of Form 138 or a transcript of records, showing at least 80% average,
- for EDSP, proof of enrolment, and
- for ODSP, a certificate of good moral character, proof of the OFW’s monthly salary, and a medical certificate if the student has a medical condition.
Successful applicants attend an orientation and sign a scholarship agreement, which must be notarised (the Charter lists a PHP 50 to PHP 100 notary fee). The grant is released through LANDBANK.
When and where to apply
EDSP and ODSP applications are online, through scholarship.owwa.gov.ph, “during the prescribed application period”. The Charter points to OWWA’s central office website and the official Facebook pages of its Regional Welfare Offices for the application. The next window is announced there.
ELAP, SESP and SUP are applied for at the Education and Training Unit of an OWWA Regional Welfare Office.
When the OFW parent has died
ELAP is for the families of members who died while their membership was active, and for families of OFWs sentenced to death abroad. Its education part pays for the schooling of one child: the eldest, aged 21 or under, or the next child if the eldest does not qualify.
- Kindergarten and elementary
- PHP 5,000
- High school
- PHP 8,000
- College
- PHP 10,000
ELAP also has a livelihood part for the surviving family. The amount printed in the 2026 Charter has a typing error, so ask the OWWA Regional Welfare Office for it. The papers include the OFW’s death certificate, proof of relationship and the child’s school records. The death and burial benefits are in OWWA benefits.
