The social pension pays indigent senior citizens PHP 1,000 a month. It is run by the Department of Social Welfare and Development (DSWD). RA 11916 (2022) sets the amount at “not less than One thousand pesos (P1,000.00)” a month, and the DSWD said on 27 November 2025 that it “remains at Php1,000 per month”. The law planned to move the programme to the National Commission of Senior Citizens, but Executive Order 96 (September 2025) says it “shall continue to be under the DSWD”.
Who qualifies and who does not
The current DSWD rules are Memorandum Circular 022, series of 2026 (4 September 2026), which replaces all earlier circulars. An indigent senior citizen is someone who is “frail, sickly, or with disability, and without pension or permanent source of income, compensation, or financial assistance from his/her relatives to meet his/her basic needs”. In practice:
- Age: 60 or older.
- Health: frail, sickly or with a disability.
- No pension: none from SSS, GSIS or PVAO.
- No permanent income and no regular support from family that covers basic needs.
Being 60 is not enough on its own. A senior with an SSS pension, for example, does not qualify. The DSWD checks every application, and inclusion depends on its assessment.
Does money from a child abroad count?
Yes, it can. MC 022 s. 2026 defines regular support as “the financial support provided by the family members or relatives … including family members working abroad … within the period of six (6) months, which is sufficient to meet the basic needs of the senior citizen.”
So if you are an OFW sending your parent enough to cover their basic needs over six months, your parent may not qualify. If what you send is irregular, or not enough for basic needs, the DSWD’s assessment decides. Be honest about the support when the DSWD asks.
How to apply
- Go to the local office where the senior lives: the Office for Senior Citizens Affairs (OSCA), the city or municipal social welfare and development office, or the barangay senior citizens association.
- Bring the filled-in social pension application form and a copy of the OSCA ID, or another government ID that shows the birth date (DSWD NCR Citizen’s Charter).
- Validation. The DSWD assesses the applicant, usually through an interview during a home visit.
- Notice. If approved, the OSCA tells the senior by letter, text or another way.
The DSWD NCR charter lists no fee at any step. The 2026 circular accepts walk-in applications only from seniors aged 70 and above. Ask the local office how a younger senior should apply.
Payouts
The DSWD NCR charter describes two ways the money is paid: cash payouts through the DSWD’s disbursing officers, and funds transferred to the local government to pay out. The NCR charter says a payout for one barangay is a whole-day activity and can take up to five days for the whole city or municipality. DSWD said in 2025 that payouts are made every two months or every three months where monthly release is not possible.
If the senior cannot go in person, the charter lets them name an authorised representative, who brings their own valid ID, the senior’s OSCA ID or other government ID, and a signed letter from the senior naming the representative and saying why the senior cannot come.
