SSS pension loan: how it works for retirees

Last checked

SSS lends to its retirement pensioners, and since September 2025 to surviving spouse pensioners, against their monthly pension (SSS news, 18 September 2026). The rules are in SSS Circular 2025-007 (23 September 2025). A retirement pensioner can borrow 3, 6, 9 or 12 times the monthly pension plus the PHP 1,000 allowance, up to PHP 300,000, at 10% a year on the reducing balance. SSS takes the repayments straight out of the pension for 6 to 24 months, and at least 40% of the pension must still be paid to you each month.

The loan is your choice to make, and it lowers what you receive each month until it is repaid.

Who qualifies

Retirement pensioners (Circular 2025-007 part IV.A.1) must:

  • be registered on the SSS website with up-to-date contact details and an enrolled disbursement account
  • be 85 or younger at the end of the month the loan ends. SSS’s examples: up to 84 years and 4 months for a 6-month loan, 83 years and 10 months for 12 months, and 82 years and 10 months for 24 months
  • have no deductions from the monthly pension
  • have no advance pension under the SSS Calamity Loan Package
  • have received the monthly pension for at least one month, with the pension status “Active”. If you took the 18-month advance, this means one month of the monthly pension after the advance
  • not have been disqualified for fraud against SSS

Surviving spouse pensioners (part IV.A.2) meet the same conditions, and must also be at least 18 when they apply and be the sole payee of the death benefit. A spouse who is not an SSS member first gets an SS number as a surviving spouse pensioner, then registers on the SSS website.

Left out (part II): pensions settled under SSS’s Special Pension System, pensioners in the care of a representative payee, pensions paid by cheque, and pensions with a pending re-adjudication or adjustment. A surviving spouse is also excluded if a dependent child’s pension is paid to a representative payee other than that spouse.

ACOP. Retirement pensioners living abroad must confirm each year through the Annual Confirmation of Pensioners (ACOP), or SSS suspends the pension (SSS Circular 2023-013). If the pension is suspended while a loan is running, SSS deducts the missed repayments when the pension resumes, without a penalty, but principal still unpaid after the loan term earns 10% a year (Circular 2025-007 part IV.K.7). How to comply is in our ACOP guide.

How much, interest and term

The loan is based on the aggregate monthly pension: the basic monthly pension plus the PHP 1,000 additional benefit. A dependant’s pension is not counted (Circular 2025-007 parts III.B and IV.B).

You choose Retirement pensioner Term Surviving spouse pensioner Term
Option 1 3 x the aggregate pension 6 months 3 x half the aggregate pension 6 months
Option 2 6 x 12 months 6 x half 6 months
Option 3 9 x 24 months 9 x half 12 months
Option 4 12 x 24 months 12 x half 12 months
Most you can borrow PHP 300,000 PHP 150,000

The 40% rule. Your net take-home pension, after the monthly repayment, must be at least 40% of the aggregate monthly pension. If an option would leave less, SSS recomputes the loan so the repayment equals the aggregate pension minus that 40% (part IV.B).

Interest and charges (part IV.D and E):

  • 10% a year, worked out on the diminishing principal balance and built into the monthly repayment
  • a 2% service fee, taken from the loan before you receive it
  • advance interest at 10% a year from the day the loan is granted to the end of the month before the first repayment, also taken from the loan. The circular’s example: PHP 20,000 granted on 15 September 2025, first repayment in November, gives 46 days and PHP 252.05
  • a one-time credit life insurance premium, taken from the loan. SSS does not publish the premium rate
  • any transaction fee charged by the receiving bank

The circular also gives an effective interest rate for each term: 19.44% for 6 months, 15.82% for 12 months and 13.46% for 24 months. These are higher than the 10% headline rate, and the circular does not show how they are worked out. Before you submit, My.SSS shows a Disclosure Statement with the charges for the amount you picked.

What it does to your monthly pension

  • When deductions start. The first repayment is taken in the second month after the loan is granted: a loan granted in January is first deducted in March (part IV.C).
  • How much you keep. At least 40% of the aggregate monthly pension, as above.
  • If the term ends with a balance, for example after a suspension, the balance keeps earning 10% a year until it is paid. Any amount not paid on its due date carries a penalty of 1% a month, and part of a month counts as a full month (part IV.K.2).
  • If the pension is cancelled, because a retirement pensioner goes back to work or self-employment, or a surviving spouse remarries or lives with a partner, the whole balance falls due within 15 working days of SSS’s collection letter (part IV.K.3).
  • If the borrower dies before the loan is repaid and before the term ends, the insurance pays the balance and it is not taken from the family’s death benefit. A balance the insurer does not cover, such as when death comes after the term ends, is taken from benefits due to the borrower or the beneficiaries (part IV.E).
  • A new loan is only possible once the current one is fully paid (part IV.I). An approved loan cannot be cancelled except in circumstances SSS accepts (part IV.J).

SSS does not say whether repayments also come out of the December 13th month pension.

An example worked out from the circular’s rules (SSS does not publish it). Take a retirement pensioner whose aggregate monthly pension is PHP 10,000:

Option 1: 3 x PHP 10,000, over 6 months
PHP 30,000
Option 2: 6 x PHP 10,000, over 12 months
PHP 60,000
Option 3: 9 x PHP 10,000, over 24 months
PHP 90,000
Option 4: 12 x PHP 10,000, over 24 months
PHP 120,000
Lowest pension paid each month while the loan runs (40%)
PHP 4,000

So the monthly repayment can be at most PHP 6,000. On option 2, the 2% service fee alone is PHP 1,200, before the advance interest, insurance and bank fee. A surviving spouse with the same pension would work from PHP 5,000, so PHP 15,000 to PHP 60,000. SSS does not publish the repayment for each amount; My.SSS shows it before you submit.

How to apply

Circular 2025-007 allows filing over the counter at any SSS branch or service office, or online through My.SSS. SSS’s news of 18 September 2026 names the E-Centers of SSS branches, SSS E-Partners and My.SSS.

Questions people ask

How much loan can a pensioner get from SSS?

It depends on the pension. A retirement pensioner can take three, six, nine or twelve months' worth of the basic pension and the PHP 1,000 additional benefit combined, with a ceiling of PHP 300,000. A surviving spouse pensioner uses half of that monthly amount, with the same multiples, up to PHP 150,000. SSS may cut the amount so the pensioner still receives at least 40% of the usual monthly payment while the loan runs (SSS Circular 2025-007, 23 September 2025).

How do I get a loan from my pension?

If you receive an SSS retirement or surviving spouse pension, sign in to My.SSS, open the Loans menu and pick Pension Loan. Choose the bank account for the money and one of the amounts on screen, accept the terms and the Disclosure Statement, then submit (2026 SSS Citizen's Charter). SSS news of 18 September 2026 adds that you can also file at the E-Center of an SSS branch or through SSS E-Partners.

How many days can I get my SSS pension loan?

The 2026 SSS Citizen's Charter gives five working days in total. SSS evaluates an online application within a day, and the money then reaches your chosen disbursement account within five working days.

Can a pensioner apply for a loan online?

Yes. The SSS pension loan can be filed through My.SSS on the SSS website, which the 2026 Citizen's Charter lists as open at any hour. You need a My.SSS account with current contact details and a disbursement account already enrolled with SSS.
