Retiring in Cebu City: big-city care, island flights

Last checked

Seven level 3 hospitals and an international airport 15 km away, with big-city wages and frequent water cuts. Living costs, hospitals, flights and weather for Cebu City, from PSA, NWPC, DOH, MCIAA, PAGASA and MCWD figures.

Cebu City is a highly urbanised city in Central Visayas (Region VII). The DOH’s facility registry lists seven level 3 hospitals in the city. Mactan-Cebu International Airport is about 15 km away in Lapu-Lapu City, and MCIAA says it served 11.6 million passengers in 2025. The trade-offs are earthquake risk, a big metro’s costs, and a water supply that is cut often for repairs.

Flights home and away

Mactan-Cebu International Airport runs 24 hours, according to MCIAA’s data sheet.

MCIAA does not publish a current list of international routes. The route list on its data sheet was last updated in February 2024, so it may be out of date. To see whether your work country has a direct flight, check the airlines’ own schedules for flights to Mactan-Cebu.

For balikbayans: the Cebu City Tourism Commission’s Balik-Cebu programme welcomed returning Cebuanos at the airport on 15 January 2026. MCIAA says more than 1,000 passengers from five international flights and one domestic flight were met.

Hospitals

The DOH’s National Health Facility Registry lists these level 3 hospitals in Cebu City:

Hospital Owner Beds
Vicente Sotto Memorial Medical Center Government (DOH) 1,500
Chong Hua Hospital Private 660
Perpetual Succour Hospital of Cebu Private 372
Cebu Doctors’ University Hospital Private 300
Cebu (Velez) General Hospital Private 200
Visayas Med-Cebu Private 200
Southwestern University Medical Center Private 115

It also lists two government level 2 hospitals in the city: Cebu City Medical Center, run by the city, and Saint Anthony Mother and Child Hospital, run by the DOH. Next door, the registry lists level 3 hospitals in Mandaue City and in the City of Talisay.

The registry’s licence-validity field for most of these hospitals still reads 31 December 2024, so ask the hospital for its current DOH licence if it matters to you. The registry does not list specialists; ask the hospital about the care you need.

What it costs

PSA’s 2025 poverty threshold for Cebu province (preliminary, released 26 August 2026) is PHP 35,545 per person a year: the income one person needs for food and other basic needs. Plan above that floor, for each person in the house.

PSA put inflation in Central Visayas at 8.3% in September 2026, against 7.2% for the whole country (release of 6 October 2026). The regional wage board’s latest order says the peso’s purchasing power in the region was PHP 0.81 in October 2025 and PHP 0.75 by August 2026.

Wages

Wage Order ROVII-27 took effect on 14 October 2026 and splits Central Visayas into two classes. Cebu City is in Class A (Expanded Metro Cebu) at PHP 582 a day. Class B, the rest of the region, is PHP 542. That makes Metro Cebu’s minimum PHP 40 a day higher than Dumaguete’s, which falls under the same order in Class B.

The weather

PAGASA puts Cebu in climate Type III: no very pronounced rainy peak, and a dry season of one to three months. Bohol, across the strait, is Type IV. Cebu City has no station in PAGASA’s normals table; the nearest is Mactan, at the airport. Its 30-year rainfall averages:

Month Rainfall (mm) Month Rainfall (mm)
January 105.2 July 192.9
February 69.6 August 143.5
March 58.6 September 179.6
April 48.1 October 194.8
May 95.0 November 161.9
June 175.6 December 139.7

The year adds up to 1,564.5 mm. No month averages more than 200 mm, and February to April is the driest stretch. PAGASA does not publish how often typhoons cross Cebu itself. Nationally, it says about 8 or 9 tropical cyclones cross the Philippines in an average year, with the peak from July to October.

The honest drawback: earthquakes

PHIVOLCS names the Bogo Fault, the Daanbantayan Lineament and the Cebu Fault System among the area’s earthquake sources. A magnitude 6.9 earthquake struck offshore northern Cebu on 30 September 2025. Ask about the building’s design before you buy, and know your barangay’s evacuation area.

Water cuts, too. The Metropolitan Cebu Water District posted more than 270 water service interruption notices between January and late October 2026, counting the notices on its website in late October 2026. Most were emergency cuts for leak repairs and treatment plant repairs; three were marked as scheduled. They ran all year, with the most in July. On 23 July 2026 MCWD warned that a strong El Niño could return in 2026 and last into 2027, and that this could mean lower dam levels and more interruptions.

Before you buy or rent, ask about the water: whether the building has a tank and a pump, and how often the street has lost supply. MCWD posts each interruption on its website with the areas affected.

  • Help from the city for seniors. Cebu City’s Office of Senior Citizens Affairs (OSCA) issues the senior ID and the purchase booklet, and its Citizen’s Charter (2021) lists city financial assistance for qualified senior residents under City Ordinance No. 2453. The charter asks for a voter’s certification “Registered 2013 and below”, which may matter if you have just come home. The charter is from 2021, so ask OSCA at City Hall what applies now.

Public transport projects, including the Cebu BRT, are run by the Department of Transportation. Check DOTr for their current status.

The OFW retirement calculator uses the same PSA threshold as this page.
