Dumaguete for retirees: a university town by the sea

Last checked

A small, flat university city on the coast of Negros Oriental, in a region that is still changing its paperwork. Living costs, wages, hospitals, the weather and the trips to Cebu, from PSA, NWPC, DOH, CAAP, PAGASA and MARINA.

Dumaguete is the capital of Negros Oriental and a small city: the smallest by land area of the province’s 25 towns and cities, according to the city government. It sits on the southeast coast of Negros, facing Cebu and Siquijor across the water. The city calls itself a university city, with four universities and an estimated 30,000 students. It is also flat. The city government says about 93% of its land has a slope of less than 3%, so most streets are easy on the knees.

What a retiree gives up: there are no international flights, and the widest range of hospital care is a sea or air trip away in Cebu.

A region in transition

Negros Oriental is now part of the Negros Island Region (NIR), created by RA 12000 in June 2024 with Negros Occidental (including Bacolod) and Siquijor. The offices are still moving, so you will see two region names in official papers:

  • PSA already counts Negros Oriental under NIR for its price and poverty data.
  • DOH: under RA 12000, its NIR regional office is to sit in Negros Oriental, with the other offices listed below.
  • Wages are still set by the Central Visayas (Region VII) wage board. NWPC says the province’s “cities and municipalities shall remain covered by Wage Order No. RO VII (CENTRAL VISAYAS)-27”. The NIR wage board has been formed but has not issued an order.
  • MARINA serves the city from its Region VII office’s Dumaguete extension.

Under RA 12000, the NIR regional offices of health, social welfare, labour, education, statistics, public works and transport, among others, are to sit in Negros Oriental.

What it costs to live here

PSA’s 2025 poverty threshold for Negros Oriental (preliminary, released 26 August 2026) is PHP 31,390 per person a year: the income one person needs for food and other basic needs. Plan above that floor, for each person in the house.

PSA put inflation in the Negros Island Region at 6.9% in September 2026, against 7.2% for the whole country (release of 6 October 2026). For most of 2025, prices in Negros Oriental barely moved: PSA’s inflation rate for the province averaged -0.2% for the year. Prices rose through 2026.

Wages

Dumaguete is a Class B area under Wage Order ROVII-27, which took effect on 14 October 2026. The daily minimum outside Metro Cebu is PHP 542, PHP 42 more than under the previous order. Metro Cebu’s Class A rate is PHP 582 under the same order. For domestic workers (kasambahay), NWPC says a separate order (ROVII-DW-06) raises their monthly minimum in Central Visayas, Negros Oriental and Siquijor from PHP 7,000 to PHP 7,500.

Hospitals

The DOH’s National Health Facility Registry lists one level 3 hospital in Dumaguete:

  • SUMC Foundation, Inc., formerly Silliman University Medical Center, private, 300 beds.

It lists three level 2 hospitals in the city:

  • Negros Oriental Provincial Hospital, run by the provincial government, 250 beds.
  • Allied Care Experts (ACE) Dumaguete Doctors, private, 100 beds. The registry also lists it as a cancer treatment facility.
  • Holy Child Hospital, private, 70 beds.

The registry also lists private dialysis clinics in the city and in Sibulan, the next town north. It does not list each hospital’s specialists, so ask the hospital directly about the care you need.

The honest drawback

No international flights, and one level 3 hospital. CAAP’s figures for 2025 show 844,982 passengers at Dumaguete’s airport, all on domestic flights. CAAP classes it as a principal airport and names Mactan-Cebu as the nearest airport of a higher category. Flights abroad, and some kinds of specialist care, mean a trip to Cebu. The DOH registry lists at least seven level 3 hospitals in Cebu City, including the DOH-run Vicente Sotto Memorial Medical Center.

The weather

PAGASA puts Negros Oriental in climate Type III: no very pronounced rainy peak, and a short dry season of one to three months. Rain in Dumaguete is moderate all year. PAGASA’s 30-year averages for the Dumaguete station:

Month Rainfall (mm) Month Rainfall (mm)
January 82.0 July 122.7
February 61.4 August 110.6
March 46.3 September 127.3
April 53.7 October 156.7
May 81.8 November 138.7
June 129.7 December 107.3

The year adds up to 1,218.4 mm, the second lowest of the 54 stations in PAGASA’s table, and about a third of Baguio’s. No month averages more than 160 mm.

Getting in and out

  • By air: domestic flights from Dumaguete’s airport; Mactan-Cebu International Airport for flights abroad.
  • By sea: MARINA’s route list (March 2026) shows served routes from Dumaguete to Cebu City, Tagbilaran, Siquijor, Dapitan, Dipolog and Cagayan de Oro, and a Manila route that calls at Dumaguete. There is also a short crossing between Sibulan and Liloan in Santander, at Cebu’s southern tip.
  • The port: the Philippine Ports Authority lists an expansion of the Port of Dumaguete among projects due for completion in 2026.

Worth checking before you move

  • A new airport. Plans for a new Dumaguete airport are the Department of Transportation’s to confirm. Ask DOTr for the current status before you count on it.
  • Ferries in bad weather. Sailings can be suspended in a storm. Before a trip to Cebu for a doctor’s appointment, check with the shipping line, and plan a spare day. MARINA’s Dumaguete extension office is at the Jabel Building in Looc.
  • Which region’s office to use. For health, statistics and labour matters, the NIR offices are being set up in Negros Oriental, while some services still run through Central Visayas. Ask which office handles your paper before you travel to one.
