The steps in short
- Register. Create your account through e-Registration on DMW Online Services.
- Log in and check your record. Your employer, job site and position should match what you are going back to.
- Get your exit pass, or book an appointment. DMW’s FAQ: “If returning to the same job site, employer, and position, an OEC/exit pass is automatically generated.” Otherwise you enter your contract details and set an appointment.
- Pay, if anything is due. DMW’s Citizen’s Charter 2026 lists no fee for returning worker papers.
- Keep it for the airport. Save or print what the system gives you. DMW Advisory No. 38, s. 2025 says printed passes from DMW Online Services “will continue to be recognized as valid exit clearances”.
These steps come from DMW’s own FAQ, its Citizen’s Charter 2026 and the 2016 exemption rules, checked on 20 October 2026. DMW has not published pictures of the portal screens, so follow the wording the portal shows you.
This route is for returning workers (Balik Manggagawa). First-time workers get their OEC through their licensed agency or, for direct hires, from DMW. See what an OEC is.
Before you start
Have these to hand. DMW’s Citizen’s Charter 2026 lists them for returning workers:
- your passport, valid for at least 6 months from your departure date,
- your work visa, work permit or equivalent for the country you are going back to,
- your employment contract details, verified or authenticated,
- proof that you still work there: a certificate of employment, company ID or recent payslips,
- an email address and a mobile number you can reach while abroad, for your account, and
- your last OEC number, if you have it. The 2016 rules use it to find your record.
The steps in detail
Registering. The DMW Online Services home page offers e-Registration, a helpdesk, an online job fair and a password change. You create your account through e-Registration. The 2016 rules add a photo limit: “must not exceed one (1) MB”.
Checking your record. Once logged in, look at your employer, job site and position. The 2016 rules say you cannot edit your employer’s name, job site, position or salary yourself, or your name, birthdate and mother’s maiden name. If any of these is wrong, you need an appointment to fix it.
Getting your exit pass. If you are going back to the same job site, employer and position, DMW’s FAQ says the OEC or exit pass “is automatically generated”. The 2016 rules say the exemption is passed to Immigration and there is no need to print it. Printing or saving a copy does no harm, and Advisory No. 38 still recognises printed passes.
Booking an appointment. If anything has changed, DMW’s FAQ says you encode your contract details and set an appointment. DMW’s Citizen’s Charter 2026 lists a “Balik-Manggagawa Appointment Details Form” from the e-Registration portal for this. You then go to the DMW regional office or Migrant Workers Office (MWO) you chose, with the papers above.
When it goes wrong
The 2016 exemption rules send these cases to an appointment instead of an automatic pass:
| What happened | What to do |
|---|---|
| No record found, or your record does not match your papers | Book an appointment to have the record fixed |
| You changed employer, job site or position | Enter your contract details and book an appointment for contract processing |
| You or your employer is on DMW’s watchlist | Appointment at a DMW office or MWO |
| You are going back to a country with deployment restrictions | Appointment |
| You were sea-based and now have a land-based job | Appointment |

At the airport, the 2023 departure guidelines say Immigration sends you to DMW’s Migrant Workers Airport Assistance Center if your OEC is invalid, expired, already used or does not show in its system. Fix record problems before your flight day.
DMW Online Services also has a helpdesk link for problems with the portal itself.
Fees and how long it lasts
- Fee. DMW’s Citizen’s Charter 2026 lists “None” as the fee for its returning worker services. DMW’s own FAQ answer on OEC fees stops before it lists any fees, so DMW publishes no other figure there.
- Validity. DMW’s FAQ: “An OEC is valid for two (2) months or sixty (60) days from the date the OEC was issued. An OEC can only be used once for single exit from the Philippines.” Do this close to your flight.
The other route: the OFW Travel Pass
If you are going back to the same employer and destination country, you can also use the OFW Travel Pass in the eGovPH app. DMW Advisory No. 38, s. 2025 says it is valid for 90 days from issue and covers returning workers, including those who used the OEC exemption. See the OFW Pass guide, and the Balik Manggagawa guide for the full picture of going back.
Questions people ask
How can I get my OEC online?
If you are a returning worker, log in to DMW Online Services at onlineservices.dmw.gov.ph. DMW's FAQ says that if you are returning to the same job site, employer and position, an OEC or exit pass is generated automatically. If anything has changed, you enter your contract details and set an appointment at a DMW office or Migrant Workers Office. New hires get their OEC through their agency or DMW's direct hire process instead.
Is the OEC still required for OFWs in 2026?
Yes, as an exit clearance, though returning workers have other forms of it. DMW's Citizen's Charter 2026 still lists OEC services for every type of worker. Returning workers going back to the same employer and country can use the OFW Travel Pass in the eGovPH app (DMW Advisory No. 38, s. 2025), and printed passes from DMW Online Services are still recognised. New hires and workers whose job details changed still go through the OEC.
How do I get an OEC exemption?
You do it in the same online account. The 2016 POEA rules have you log in and choose "Acquire OEC or Exemption", and say you qualify if you are going back to the same employer and job site and DMW has a record of an earlier OEC for you. You log in to DMW Online Services before each trip back, and the system generates your exit pass or exemption. If your details have changed, it sends you to an appointment.
