What is an OEC, and do you still need one?

Last checked

The OEC is DMW's exit clearance for OFWs leaving the Philippines to work. New hires need one. Returning workers going back to the same employer and job site can use an exemption instead.

OEC stands for Overseas Employment Certificate. The Department of Migrant Workers (DMW) issues it to OFWs leaving the Philippines for work. DMW’s Citizen’s Charter 2026 says it serves as your travel exit pass at the airport, exempts you from the travel tax and the airport terminal fee when you show it, and shows that you are covered by government protection and benefits.

Immigration officers check it when you leave. Under the 2023 departure guidelines, they look for your OEC, your exemption or your DMW clearance in the Bureau of Immigration’s border control system.

DMW took over these papers from the POEA. The Department of Migrant Workers Act (RA 11641) merged the POEA into DMW, and DMW “shall absorb all the powers, functions and mandate of the POEA” (Secs. 5 and 19). Older guides that say “POEA” mean DMW today.

Who needs an OEC

DMW runs separate OEC services for three groups (Citizen’s Charter 2026):

  • Agency hires. Workers hired through a licensed recruitment agency. The agency files your papers with DMW and the OEC comes through it.
  • Direct hires. Workers who found a job abroad without an agency, with an employer that DMW allows to hire directly. You apply to DMW yourself. At DMW’s Ilocos regional office, the listed fees are a USD 100 DMW processing fee and a USD 25 OWWA contribution, paid in pesos.
  • Returning workers (Balik Manggagawa). OFWs on holiday in the Philippines who go back to work abroad. If your job details have not changed, you can use the exemption below. If they have, you get an OEC again. See the Balik Manggagawa guide for the full steps.

The OEC exemption

DMW’s Citizen’s Charter 2026 puts it in one line: “Returning Workers who had not changed their employment details are qualified for OEC Exemption.”

The POEA rules from 2016 set out what “not changed” means. You qualify if you are:

  1. going back to the same employer,
  2. going back to the same job site, and
  3. on record in DMW’s database, which means you were issued an OEC before.

How the exemption works:

  • You log in to the DMW Online Services portal before every trip back. DMW’s FAQ says: “If returning to the same job site, employer, and position, an OEC/exit pass is automatically generated.”
  • If you qualify, the 2016 rules say the system passes the exemption to Immigration and there is no need to print it.
  • If you do not qualify, DMW’s FAQ says you enter your contract details and set an appointment instead.

There is no fee for returning worker papers in DMW’s Citizen’s Charter 2026. The exemption is DMW’s to give: only the system or a DMW officer can tell you that you qualify.

How you get an OEC now

The channels in DMW’s documents on the checked date:

  • DMW Online Services at onlineservices.dmw.gov.ph: for returning workers, the e-Registration account where you request an exemption or an appointment.
  • The eGovPH app: DMW has put the OEC into the OFW Travel Pass for returning workers with the same employer, job and country. See the OFW Pass guide.
  • DMW offices in the Philippines, including the Migrant Workers Airport Assistance Center, and Migrant Workers Offices (MWO) abroad: DMW Advisory No. 24, s. 2023 says OFWs may still get their OEC in person there.

The online steps, screen by screen, are in getting your OEC online.

How long an OEC lasts

DMW’s FAQ says: “An OEC is valid for two (2) months or sixty (60) days from the date the OEC was issued. An OEC can only be used once for single exit from the Philippines.” So get it close to your flight date, and get a new one for each trip out.

The OFW Travel Pass for returning workers has its own validity of 90 days. See the OFW Pass guide.

The OEC and the OFW Pass

The OFW Pass started as a pilot in 2023. When the pilot ended on 29 September 2023, DMW Advisory No. 24 said the OEC “will continue to be a valid exit clearance for OFWs until further notice”.

Since late 2025, returning workers going back to the same employer and destination country can use the OFW Travel Pass in the eGovPH app as their exit clearance. DMW Advisory No. 38, s. 2025 says it covers returning workers, “including those who obtained OEC Exemptions”, and that printed passes from DMW Online Services “will continue to be recognized as valid exit clearances”. DMW’s Citizen’s Charter 2026 still lists OEC services for every type of worker, so new hires and workers whose details have changed still go through the OEC. More in the OFW Pass guide.

Questions people ask

What is the purpose of getting an OEC?

DMW's Citizen's Charter 2026 says the OEC serves three purposes: it is your travel exit pass at the airport, it exempts you from the travel tax and the airport terminal fee when you show it, and it shows you are covered by government protection and benefits as a documented OFW.

Who needs an OEC in the Philippines?

Filipinos leaving the Philippines to work abroad: workers hired through a licensed agency, direct hires, and returning workers whose job details have changed. Returning workers going back to the same employer and job site, with a record in DMW's system, qualify for the OEC exemption instead.

How do I get an OEC?

Agency hires get theirs through the agency, which files with DMW. Direct hires apply to DMW. Returning workers start on the DMW Online Services portal (onlineservices.dmw.gov.ph), where the system gives an exemption or sends you to an appointment, or they use the OFW Travel Pass in the eGovPH app if their job details have not changed. DMW offices in the Philippines and Migrant Workers Offices abroad also process them in person.

How long does OEC processing take?

It depends on the office and your case. DMW's Citizen's Charter 2026 gives a processing time for each office. For returning workers seen at a counter, many regional offices list less than an hour. Cases that need clearance from DMW's central office take longer: the Cordillera office lists up to 2 working days. Direct hire processing at the Ilocos office is listed at about 5 working days.
