SSS pays a disability benefit to a member who becomes permanently disabled, partly or totally. You need at least one monthly contribution before the semester of disability. With 36 or more, the benefit is a monthly pension, plus the PHP 1,000 benefit allowance. With fewer, it is a lump sum (SSS disability page; RA 11199 Sec. 13-A). Disability pensions rise 10% a year from 2025 to 2027 (SSS Circular 2026-002).
Partial and total disability
SSS decides which applies after a medical evaluation (Circular 2025-009).
Permanent total disability is a condition that “completely and permanently prevents a member from engaging in any gainful occupation” (Circular 2025-009). The law and SSS list:
- complete loss of sight of both eyes
- loss of two limbs at or above the ankles or wrists
- permanent complete paralysis of two limbs
- brain injury resulting in incurable imbecility or insanity
- other cases SSS determines
Permanent partial disability is a lasting loss, or loss of use, of a body part that “does not totally prevent the member from engaging in gainful occupation”. RA 11199 Sec. 13-A and the implementing rules (Rule 23 Sec. 3) set how many months of pension each one pays:
| Complete and permanent loss of, or loss of use of | Months |
|---|---|
| One thumb | 10 |
| One index finger | 8 |
| One middle finger | 6 |
| One ring finger | 5 |
| One little finger | 3 |
| One big toe | 6 |
| One hand | 39 |
| One arm | 50 |
| One foot | 31 |
| One leg | 46 |
| One ear | 10 |
| Both ears | 20 |
| Hearing of one ear | 10 |
| Hearing of both ears | 50 |
| Sight of one eye | 25 |

Removal of a woman’s reproductive organs because of a medical condition can also count. SSS’s disability page still says the member must be under 45. Circular 2025-009, the newer rule, says she may file “at any age”, as long as she is not yet due compulsory retirement.
Who qualifies: pension or lump sum
- Monthly pension: at least 36 monthly contributions before the semester of disability. The pension uses the same formula as the retirement pension, with a minimum of PHP 1,000 under 10 credited years, PHP 1,200 with 10 and PHP 2,400 with 20 (SSS disability page; implementing rules, Rule 18). The SSS pension guide explains the formula.
- Lump sum: fewer than 36 contributions. For total disability, the higher of the monthly pension times your contributions, or 12 times the monthly pension. For partial disability, the same figures times the percentage of disability.
- Partial disability paid for less than 12 months is paid as one lump sum (implementing rules, Rule 23 Sec. 5).
SSS’s own example of a partial-disability lump sum, for a member with 24 contributions and a 20% disability:
- PHP 1,000 pension x 24 contributions x 20%
- PHP 4,800
- PHP 1,000 pension x 12 x 20%
- PHP 2,400
- Lump sum paid (the higher one)
- PHP 4,800
A member aged 60 to 64 with 120 contributions who has not yet filed for retirement can still claim disability. From 65, only a total disability that happened before the 65th birthday can be claimed (Circular 2025-009).
How to claim, including online
You file either online in My.SSS or in person at an SSS Medical Evaluation Center or branch (Circular 2025-009).
Online:
- You need a My.SSS account and either an SSS pay card or a disbursement account approved in the Disbursement Account Enrollment Module (DAEM).
- Under the Benefits tab, choose apply for disability claim, fill in the form and click Proceed.
- Upload your medical certificate and any other document asked for, then click I certify and submit (2026 Citizen’s Charter).
- If SSS asks you to report for a physical examination and interview, go within 20 days of its email, or the claim is rejected.
Documents (Circular 2025-009, Annex 1):
- the SSS medical certificate (form MED-01688) or any medical certificate from your hospital, clinic or doctor, valid for six months, with the doctor’s full name, PRC number, clinic address, contact details, the history of the illness and the complete diagnosis
- supporting medical records for your condition, such as an audiogram for hearing loss or histopathology results for cancer
- for in-person filing: the Disability Claim form and, the first time, a photo and signature form
Waiting periods. Some conditions can only be claimed after a set time: for example 4 months after a stroke, a fracture or major surgery, and 2 years after the onset of mental illness or diabetes without complications (Circular 2025-009).
From abroad. SSS’s disability page lets a representative file at a branch for a member living abroad. Medical documents issued abroad need an English translation, and certified true copies are not required (Circular 2025-009). Circular 2025-009 adds that when a representative payee files the claim, “the member shall undergo a mandatory PEI by SSS through its domiciliary services”. SSS does not say how this works for members abroad.
Deadline and processing. File within 10 years of the disability. The 2026 Citizen’s Charter gives 15 working days to process. Payment is credited within 5 to 7 banking days after approval.
After approval
- Allowances. On top of the pension, SSS pays the PHP 1,000 benefit allowance and a PHP 500 supplemental disability allowance (SSS disability page).
- Increases. Disability pensions go up 10% a year in 2025, 2026 and 2027, for pensioners on the rolls by each cut-off. The 2026 increase applied from 1 June 2026 for pensioners as of 31 May 2026, and from 1 September 2026 for those whose pension started from 1 June to 31 August 2026 (SSS Circular 2026-002). Dates are on the SSS pension increase page.
- 13th month. Paid every December to total disability pensioners, and to partial disability pensioners whose pension runs at least 12 months.
- Dependants’ pension. Paid for dependent children of a total disability pensioner, up to five. Children of partial disability pensioners do not get it.
- Yearly check. Total disability pensioners confirm each year through the ACOP.
- Going back to work. Under Circular 2025-009, a total disability pension is suspended if you return to work or recover, and your SSS membership resumes. A partial disability pension continues even if you work. SSS’s disability page still says “cancelled”; the circular is the newer rule.
- If the pensioner dies, the primary beneficiaries “as of the date of death” receive the pension (Circular 2025-009). SSS’s disability page still says “as of the date of disability”; the circular is the newer rule.
If you were off work before the disability was confirmed, the SSS sickness benefit covers up to 240 days for the same illness, after which the claim becomes a disability claim. Back to the SSS guide for OFWs.

Who is qualified for SSS disability benefits?
A member who becomes permanently disabled, partly or totally, and paid at least one monthly contribution before the semester of disability (SSS disability page and Circular 2025-009). With 36 or more contributions the benefit is a monthly pension; with fewer, a lump sum. SSS decides the disability and its degree after a medical evaluation.
How do I apply for SSS disability online?
Log in to My.SSS, choose Apply for disability claim under the Benefits tab, fill in the form and upload a medical certificate from your doctor or hospital issued within the last six months. You need an approved disbursement account or an SSS pay card first. If SSS asks you to report for a physical examination, you have 20 days from its email (SSS Circular 2025-009).
How much is the SSS partial disability benefit?
With 36 or more contributions, it is the monthly disability pension paid for a set number of months for the body part affected, from 3 months for a little finger to 50 for an arm or the hearing of both ears. If that comes to under 12 months, SSS pays it as a lump sum. With fewer than 36 contributions it is a lump sum based on the pension, your contributions and the percentage of disability.
How many days is the approval of an SSS disability claim?
The 2026 SSS Citizen's Charter gives 15 working days, whether you file online, in person or through a representative. The clock stops while SSS waits for you to attend a physical examination, if it asks for one. Payment is then credited within 5 to 7 banking days.
