The Pag-IBIG Calamity Loan is for members in an area that has been declared under a state of calamity, after a typhoon, flood or earthquake. You can borrow up to 90% of your Total Accumulated Value (TAV) less any short-term loan you still owe, at 5.95% a year, over one, two or three years, with a three-month grace period before the first payment. You must apply within 90 days of the declaration. These are the terms of Pag-IBIG Circular No. 470, in force since 16 May 2025.
Who qualifies
Circular No. 470 sets these conditions:
- At least 12 monthly savings, or total savings worth at least 12 months at your rate.
- An active member: for a member in the Philippines, at least one monthly saving in the last six months; for an OFW member, in the last 12 months.
- No loan in default on any Multi-Purpose, Calamity or HELPs loan you already have.
- Proof of income.
- Where you live or work. The circular lists “Is a resident of the area which is declared calamity-stricken” and “His/her place of work is declared under state of calamity, subject to the approval of the Management”. It does not say whether one of the two is enough on its own. Pag-IBIG’s Calamity Loan page says “Residing or working in an area declared under a State of Calamity”. Confirm with Pag-IBIG how it applies to you.
A state of calamity is declared “by the Office of the President or the Sangguniang Bayan”, the circular says.
How much and on what terms
- Amount. Pag-IBIG lends the lowest of the amount you ask for, your entitlement, and what your pay can support. The entitlement is 90% of your TAV, less what you still owe on any Multi-Purpose, Calamity or HELPs loan (application form HQP-SLF-066). Pag-IBIG’s news of 1 December 2025 describes members’ savings as their “monthly contributions, their employer counterpart share, and the annual dividends earned”.
- Rate. 5.95% a year, with interest during the grace period.
- Term. One, two or three years, your choice; two years if you don’t choose.
- Grace period and first payment. Three months. Circular No. 470 starts payments in “the fourth (4th) month from the date indicated on the Disbursement Voucher”, due on or before the 15th. Pag-IBIG’s Calamity Loan page words it as an “initial payment due on the 3rd month after the loan release”, so check the date on your loan papers.
- Late payment. 1/20 of 1% of the unpaid amount for every day of delay.
- Another calamity. If another calamity hits the same area, you may renew the loan at any time; what you still owe is taken from the new loan.
How to apply
You must apply “within a period of ninety (90) days from the declaration of calamity” (Circular No. 470). Pag-IBIG’s sites don’t list the areas covered; its news announcements name the typhoon or earthquake. Ask Pag-IBIG whether a declaration covers your area.
- At a branch. Hand in the Calamity Loan Application Form (HQP-SLF-066) with its requirements at any Pag-IBIG branch.
- Online, in Virtual Pag-IBIG. Virtual Pag-IBIG lists the Calamity Loan “for members whose area of residence is declared under a state of calamity”. Pag-IBIG’s Citizen’s Charter says the online Calamity Loan is “available to formally employed members with Virtual Pag-IBIG account and with issued Loyalty Card Plus only”, and gives 7 working days, longer when many people apply at once. So the online route is not open to OFWs who pay their own savings. Pag-IBIG does not say how a member abroad would file at a branch; ask its OFW OwnLINE. See our guide to Virtual Pag-IBIG.
From 1 December 2026, Pag-IBIG pays loans electronically, to a disbursement card or your Loyalty Card Plus, a LANDBANK account, or your nominated bank or non-bank account or an accredited cash payout outlet, and no longer by check except in exceptional cases (Circular No. 503).
If you are abroad and your family’s area is hit
Pag-IBIG ties the Calamity Loan to the member’s own residence and place of work. Its application form and Circular No. 470 list “Is a resident of the area which is declared calamity-stricken” and “His/her place of work is declared under state of calamity, subject to the approval of the Management”, and Virtual Pag-IBIG describes it as “for members whose area of residence is declared under a state of calamity”. Pag-IBIG does not state a rule for members who live abroad when their family’s home is hit. Ask Pag-IBIG’s OFW OwnLINE at ofw_ownline@pagibigfund.gov.ph before you file anything, with the details its OFW page asks for, such as your full name, MID number, date of birth and country.
A family member at home who is a Pag-IBIG member in their own right can apply on their own savings, if they meet the conditions above.
Repaying it
- From abroad. Circular No. 470 says OFWs pay “over-the-counter or any other modes of payment approved by the Fund”. Pag-IBIG’s OFW pages name GCash (with your 12-digit MID number), PNB’s overseas branches and AUB among the channels for Calamity Loan payments. Under Circular No. 500, payments go through electronic channels with a Payment Reference Number. See how to pay Pag-IBIG online.
- Seafarers repay by salary deduction through their manning agency (Circular No. 490).
- If you default, by missing three monthly payments in a row or three monthly savings in a row, the whole balance becomes due and Pag-IBIG takes it from your TAV.
- At claim time. When your membership ends, any balance still owed is taken from your TAV before you are paid (application form). An OFW who is repatriated may ask Pag-IBIG to settle the balance from their TAV.
You can have a Calamity Loan and a Multi-Purpose Loan at the same time, within the 90% limit. See the Pag-IBIG Multi-Purpose Loan. SSS runs its own calamity loan, with its own rules. See the SSS calamity loan. Everything else Pag-IBIG offers is on our Pag-IBIG guide for OFWs.
Questions people ask
Is Pag-IBIG calamity loan still available now?
It opens in an area once a state of calamity is declared there, and members must apply within 90 days of the declaration (Circular No. 470). Pag-IBIG's sites don't list the areas covered; its news announcements name the typhoon or earthquake. Ask Pag-IBIG whether a declaration covers your area.
Who is eligible for Pag-IBIG calamity loan?
Members with at least 12 monthly savings who are active, have no Multi-Purpose, Calamity or HELPs loan in default, have proof of income, and live or work in an area declared under a state of calamity. Circular No. 470 lists both residence and place of work (the second subject to Pag-IBIG's approval) and does not say whether one is enough on its own; confirm with Pag-IBIG.
Can I apply calamity loan in Pag-IBIG even I have salary loan?
If you mean a Pag-IBIG Multi-Purpose Loan, yes. Pag-IBIG's application form says a member may get a Calamity Loan even with an existing Multi-Purpose Loan or HELPs loan, as long as none is in default and all your Pag-IBIG short-term loans together stay within 90% of your Total Accumulated Value. Pag-IBIG's form does not mention SSS loans; the SSS salary loan is a separate programme.
