The Pag-IBIG Multi-Purpose Loan is a short-term loan against your own Pag-IBIG savings. You need at least 12 monthly savings, you can borrow up to 90% of your Total Accumulated Value (TAV) less any short-term loan you still owe, and you repay it over one, two or three years at 1.4583% a month on the reducing balance, with a two-month grace period. These are the terms of Pag-IBIG Circular No. 469, in force since 16 May 2025. Anything you have not repaid is taken from your savings when you claim them.
Who qualifies
Circular No. 469 sets these conditions:
- At least 12 monthly savings. If you have fewer, you may still qualify if your total savings equal at least 12 months’ worth at your rate. If you have already claimed your savings at maturity or by optional withdrawal, you need 12 new monthly savings first (application form HQP-SLF-065).
- An active member. For a member in the Philippines, that means at least one monthly saving in the last six months. For an OFW member, the circular allows one in the last 12 months. Pag-IBIG’s Multi-Purpose Loan page gives only the six-month rule, so if your last saving was more than six months ago, confirm with Pag-IBIG before you apply.
- No loan in default. Any Multi-Purpose Loan, Calamity Loan or HELPs loan you already have must not be in default.
- Proof of income. The application form asks for “sufficient proof of income”.
How much, at what rate and for how long
- Amount. Pag-IBIG lends the lowest of the amount you ask for, your entitlement, and what your pay can support. The entitlement is “ninety percent (90%) of the member’s TAV”, less what you still owe on any Multi-Purpose, Calamity or HELPs loan. Pag-IBIG’s news of 1 December 2025 describes members’ savings as their “monthly contributions, their employer counterpart share, and the annual dividends earned”. Its Multi-Purpose Loan page puts it as “Borrow up to 90% of your Pag-IBIG Regular Savings”.
- Rate. 1.4583% a month, “based on a diminishing balance method, with interest during the grace period”. Pag-IBIG states the rate only as a monthly figure.
- Term. One, two or three years, your choice. If you don’t choose, it is two years.
- First payment. After a two-month grace period, on or before the 15th of each month, starting in the third month after the date on the disbursement voucher.
- Late payment. 1/20 of 1% of the unpaid amount for every day of delay.
- Paying early. You may pay off the whole balance before the term ends, and you can renew the loan after four monthly payments, but not before the sixth month (application form).
You can have a Multi-Purpose Loan and a Calamity Loan at the same time, but all your Pag-IBIG short-term loans together can never be more than 90% of your TAV.
How to apply
Online, in Virtual Pag-IBIG. Choose the short-term loan application and the Multi-Purpose Loan. Pag-IBIG asks you to prepare:
- A photo or scan of the signed application form, with your employer’s signature if you are employed, and two witnesses.
- A Pag-IBIG Loyalty Card Plus (AUB or UnionBank) or a LANDBANK cash card, for the payout.
- One valid ID, and a selfie holding it. Pag-IBIG’s ID list includes passports, foreign ones too, and the OWWA and OFW IDs.
The form also needs a Philippine mobile number for the one-time PIN. Pag-IBIG texts you once the loan is approved and paid to your card. You can follow up through its loan status page. See our guide to Virtual Pag-IBIG.
At a branch. Hand in the Multi-Purpose Loan Application Form (HQP-SLF-065) with its requirements at any Pag-IBIG branch. Processing starts only when everything is in.
How long it takes. Pag-IBIG’s Multi-Purpose Loan page says “get your loan in as fast as 3 days”, with payment to your card in 2 to 3 working days. Its Citizen’s Charter gives 3 working days for an online application confirmed by the employer. From 1 December 2026, Pag-IBIG pays loans electronically, to a disbursement card or your Loyalty Card Plus, a LANDBANK account, or your nominated bank or non-bank account or an accredited cash payout outlet, and no longer by check except in exceptional cases (Circular No. 503).
Applying and repaying as an OFW
- Proof of income. Pag-IBIG’s Multi-Purpose Loan page accepts an employment contract certified by the POEA or a Philippine Consular Office within the past 12 months, a Certificate of Employment and Compensation, or an income tax return from your host country, with an English translation if needed.
- Online from abroad. The online form needs a Philippine mobile number and a Loyalty Card Plus or LANDBANK cash card. Pag-IBIG issues the Loyalty Card Plus at its branches and at employer kiosks, so if you have neither card, plan around a visit home or ask Pag-IBIG.
- Repaying. Circular No. 469 says OFWs pay “over-the-counter or any other modes of payment approved by the Fund”. The Multi-Purpose Loan page adds Virtual Pag-IBIG and Pag-IBIG’s accredited collecting partners and their online channels. Its OFW pages name GCash (with your 12-digit MID number), PNB’s overseas branches and AUB among the channels for short-term loans. Under Circular No. 500, payments go through electronic channels with a Payment Reference Number. See how to pay Pag-IBIG online.
- Seafarers repay by salary deduction through their manning agency, with an authority to deduct (Circular No. 490).
For other loans OFWs can get from government agencies, see our guide to loans for OFWs.
What it does to your savings
The loan is paid from your own savings if you don’t repay it:
- When your membership ends, at maturity, retirement or another claim, any balance still owed is taken from your TAV before you are paid (application form). See the Pag-IBIG provident claim.
- If you default, by missing three monthly payments in a row or three monthly savings in a row, the whole balance becomes due and Pag-IBIG takes it from your TAV. If you made fewer than six payments before that, you must wait a year before a new loan.
- If you come home for good. Circular No. 469 lets an OFW who is repatriated from the host country ask Pag-IBIG to settle the balance from their TAV.
Pag-IBIG also has a Calamity Loan for members in areas declared under a state of calamity. See the Pag-IBIG Calamity Loan. Everything else Pag-IBIG offers is on our Pag-IBIG guide for OFWs.
